  1. A standard Admin can
    1. manage global Admin settings and
    2. partition admin settings for partitions of which s/he is a member
    3. access portfolios and plans only in partitions of which s/he is a member
  2. A partition Admin can
    1. manage partition admin settings for partitions of which s/he is a member
    2. access portfolios and plans only in partitions of which s/he is a member
  3. A Creator/ project manager can
    1. Access portfolios in partitions of which s/he is a member and to which s/he as Team or general access.
    2. Access plans which are in those portfolios and to which s/he as Team access.
