Introduction to Licence Types

Understanding PM3 user roles, permissions and optional capabilities

PM3 provides a flexible licensing model designed to support a wide range of roles across portfolio, programme and project management environments. Licence types are aligned to user responsibilities, ensuring individuals have the right level of access without unnecessary complexity or cost.

This article outlines each PM3 user type, what they can access and how they are typically used within an organisation.


Administrator Users

Admin

The Admin licence is a super user role within PM3.

Admins are responsible for configuring, maintaining and governing the system. This licence is typically held by the PM3 Administration Team.

Key capabilities include:

  • System configuration and setup

  • Creating and managing users

  • Assigning licences and access permissions

  • Creating and maintaining views

  • Full administrative control across PM3


Full Users

Creator

The Creator licence is intended for Project Managers, Programme Managers and Portfolio Managers.

Creators can actively manage plans and update PM3 content based on the permissions granted to them by the plan owner or Administrator.

Key capabilities include:

  • Creating and managing projects, programmes and portfolios

  • Updating plans, schedules, risks, issues and financials

  • Managing delivery status and reporting

  • Access based on assigned permissions


Admin Reader

The Admin Reader licence is typically used by Executive and Senior Leadership users who require visibility rather than edit access.

Key capabilities include:

  • Read only access to project, programme and portfolio data

  • Running reports and dashboards

  • Reviewing delivery status and performance

Admin Readers cannot update or amend project information.


Resource Manager

The Resource Manager licence is designed for managers responsible for one or more resource pools.

Resource Managers play a key role in capacity planning and resource governance.

Key capabilities include:

  • Managing resource pools and setting capacity

  • Reviewing and responding to resource requests

  • Updating PM3 content where access has been granted by the plan owner or Administrator

  • Supporting organisation wide resource planning


Light Users

Team Member

The Team Member licence is intended for delivery team members working on projects.

Key capabilities include:

  • Updating actions and tasks

  • Completing timesheets

  • Providing delivery updates

Team Members do not have access to broader plan configuration or governance features.


Viewer

The Viewer licence is typically used by stakeholders who require visibility into project or programme progress.

Key capabilities include:

  • Read only access to plans and reporting

  • Viewing project status and key information

Viewers cannot update or edit any project data.


Specialist and Optional Licences

PM3BI

The PM3BI licence enables data extraction for Business Intelligence and reporting purposes.

Key capabilities include:

  • Extracting portfolio and project data in XML format

  • Direct SQL access for reporting and analytics

  • Supporting external BI tools such as Power BI

This licence is commonly used by BI and analytics teams to build dashboards, trends and performance reporting.


Partition Management

Partition Management provides the ability to segment or isolate data within a single PM3 instance.

Each partition acts as a secure and distinct area, allowing multiple departments, teams or external partners to manage their work independently while still enabling controlled cross partition collaboration where required.

Typical use cases include:

  • NHS Integrated Care Boards (ICBs)

  • Councils and local authorities

  • Universities and large federated organisations


PM3 Single Sign On

PM3 Single Sign On (SSO) allows users to access PM3 using their existing organisational credentials.

Benefits include:

  • Authentication via corporate email, Active Directory or Azure AD

  • No requirement for separate PM3 usernames and passwords

  • Improved security and user experience


Encryption at Rest

Encryption at Rest ensures that all stored data within PM3 is securely encoded.

Key benefits include:

  • Protection of sensitive project, programme and portfolio data

  • Security even if the underlying storage is accessed without authorisation

  • Alignment with enterprise security expectations
